CIC Operators in RDD (J&K) Congratulate CM Omar Abdullah, Urge Swift Regularization

SRINAGAR, OCT 16 (KNS): The CIC Operators working under the Rural Development Department (RDD), Jammu & Kashmir, extend their heartfelt congratulations to Hon’ble Chief Minister Jenab Omar Abdullah on taking oath as the Chief Minister of Jammu & Kashmir. This significant moment, along with the grand victory of the J&K National Conference, stands as a testament to the people's trust in his visionary leadership and dedication to the progress of the Union Territory.

Amidst the celebrations, the CIC Operators also humbly appeal to the Hon’ble Chief Minister to resolve their long-standing grievances concerning regularization and salary enhancement. Despite being recruited transparently in 2004 by District Level Committees and holding advanced qualifications—such as MCA, M.Sc. IT, B.E., B.Tech, and M.Tech, the genuine issues of CIC Operators kept in limbo.

CIC Operators of RDD recall the Chief Minister’s earlier commitment to address their concerns before the 2024 elections and are hopeful that his government will fulfill this promise.

Key Points of the Case: Merit-Based Recruitment (2004): The CIC Operators were recruited on merit through a transparent process, reflecting their expertise and essential role in the Rural Development Department’s functioning.

Cabinet Approval for Regularization (2014): A cabinet order in 2014 directed the regularization of CIC Operators, but this directive has not been implemented to date.

Creation of DEO Posts (2016): In 2016, the J&K Government created 172 Data Entry Operator posts through Government Order No.Click Here To Follow Our WhatsApp Channel320-RD&PR, aiming to regularize CIC Operators under the J&K Civil Services (Special Provisions) Act, 2010.

Finance Department Approvals: The Finance Department’s High-Level Empowered Committee approved the regularization in its meetings held in 2016 and 2017, but significant delays have hindered its implementation.

Legal Opinion: Legal opinions from the Advocate General and the Department of Law, Justice, and Parliamentary Affairs have strongly supported the CIC Operators' regularization.

Post-Reorganization Steps (2019): After Jammu & Kashmir’s reorganization, the General Administration Department (GAD) advised RDD to submit CIC Operator details for further consideration. This process has been completed.

Salary Stagnation Since 2010: Despite their dedication, the CIC Operators have not received a salary increase since 2010, continuing to work for a meager Rs 10,000 per month (Rs 333 per day). This has caused severe financial distress.

The CIC Operators working in Rural Development Department trust in Jenab Omar Abdullah’s leadership and commitment to addressing their concerns.
