Health Department to Launch Online HR Portal for Streamlined Transfers in J&K

 Srinagar, Nov 4 (KNS):  The Health and Medical Education Department of Jammu & Kashmir has announced the development of a new Online HR Portal to streamline transfer and deputation requests within the department.

The portal aims to improve transparency, reduce administrative burden, and allow department officials to focus more on strategic improvements and patient care.

The circular numbered 16-JK(HME) of 2024 and dated October 31, 2024, which is in possession of KNS issued by Secretary Health and Medical Education Syed Abid Rashid highlighted the frequent representations and visits from employees, including doctors, nurses, and paramedics, seeking transfers and postings. These in-person requests, often made at the Civil Secretariat in both Jammu and Srinagar, have reportedly diverted significant time and resources from core departmental functions.

The circular states, “It has been observed that the Health & Medical Education Department is continuously receiving multiple representations and frequent visits from various doctors/officials/nurses/paramedics, etc., regarding transfers/postings/deputation. These requests are invariably made at the Civil Secretariat, Jammu/Srinagar. This consumes significant departmental time and resources, thereby preventing focus on strategic improvements in the department, in the interest of patient care and in the interest of employees of the department,” the circular with KNS reads.Click Here To Follow Our WhatsApp Channel

To streamline the process, the department is developing an online system through the HR Portal. Until it is operational, employees are directed to submit their transfer and deputation requests via email at hmejkemployee@gmail.com. This interim measure aims to minimize direct approaches to the administrative offices for transfer-related requests.

The circular reiterates the department’s existing transfer policy, established in Government Order No. 948-JK(GAD) of 2020, which designates April as the standard month for transfers, with exceptions for teaching staff and postings to the Ladakh region. The circular also warns, “Any request made outside the transfer window shall be deemed invalid and may result in disciplinary proceedings against delinquent officers/officials,” reads the letter.

The initiative is expected to streamline processes for both employees and administrators, improving overall efficiency and focus on patient care. (KNS)
