RDD Secretary inaugurates capacity building programme for newly appointed JKAS officers at IMPARD

Srinagar, June 10 (KNS): Secretary, Rural Development Department (RDD) and Panchayati Raj, Dr Shahid Iqbal Choudhary, on Monday inaugurated a three day capacity building programme for the newly appointed Junior KAS officers of the department at Jammu and Kashmir Institute of Management, Public Administration and Rural Development (JKIMPARD) in Srinagar.

Secretary in RDD&PR, Tariq Ahmed Zargar, Director, RDD Kashmir, Shabir Hussain Bhat, Director Panchayati Raj, Sham Lal, Director Finance, Umar Khan, CEO IWMP, Rajnish Kumar, Chief Operating Officer, Himayat, Rajnish Kumar, Joint Director Planning, Kamal Kumar Sharma and Waseem Raja, Additional Secretary were present on the occasion.

While interacting with the participants, Dr Shahid emphasized the importance of effective communication and staying well-versed with the rules and schemes of the department. He encouraged the officers to gain a deep understanding of the guidance provided by the department, as it plays a crucial role in their work.

Dr Shahid stressed the significance of studying thoroughly various schemes and provisions of the department, as it enables officers to apply them effectively in their assigned tasks. He highlighted the need for comprehensive knowledge in areas such as panchayats, engineering, finance planning and documentation. He exhorted upon the officers to pay attention to actual details and be specific in their communication to avoid any misunderstanding.

The capacity building programme aims to equip the Junior JKAS Officers with the necessary skills and knowledge to effectively contribute towards development and implementation of Rural Development and Panchayati Raj initiatives in Jammu and Kashmir. The module aims to orient the participants on importance of resource convergence for GPDP formulation and update officers on latest scheme amendments and best practices for convergence in grassroots planning.

During the training, senior officers will conduct sessions on topics such as functioning of RD&PR department, plan formulation, panchayat issues, grants and implementation of various schemes.

Director RDD Kashmir, Shabir Hussain Bhat, conducted an insightful session on functioning of Rural Development and Panchayati Raj Department, plan formulation and PRI grants.

Director Panchayati Raj, Sham Lal, delved into provisions of Jammu and Kashmir Panchayati Raj Act and implementation of the Rashtriya Gram Swaraj Abhiyan (RGSA).

Additional Secretary, Waseem Raja, focused on implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).(KNS)
