Srinagar Launches First Shelter Home for Beggars, Focuses on Rehabilitation and Urban Challenges

Srinagar, January 11 (KNS): Deputy Commissioner Srinagar, Dr. Bilal Mohiuddin, discussed the city’s efforts to address social challenges, urbanization, and infrastructure development.

In an exclusive interview with KNS, he highlighted the administration’s commitment to creating a welfare-driven city and shared key updates on initiatives such as the rehabilitation of beggars, traffic management, and preparations for national events.

Dr. Mohiuddin announced the launch of Srinagar’s first shelter home for beggars in the Hawal area, established under the Smile Scheme by the Ministry of Social Justice and Empowerment. Managed by the NGO "Prayas," the shelter accommodates 50 people and offers food, basic living facilities, and rehabilitation services. The initiative includes skill training in trades such as tailoring, batik work, and bulb making, with special childcare homes and schools for children involved in begging.

He elaborated on the historical context of the 1960 J&K Provincial Beggary Act, which criminalized begging but was later struck down by the High Court. The administration has since shifted focus from punitive measures to addressing the root causes of begging, aiming to empower marginalized individuals through education and livelihood opportunities.Click Here To Follow Our WhatsApp Channel

The Deputy Commissioner acknowledged the dual nature of urbanization, which brings both opportunities and challenges. Addressing traffic congestion, a major issue in Srinagar, he highlighted the implementation of Intelligent Traffic Management Systems (ITMS) and collaborations with the Regional Transport Authority. These measures are part of the broader Smart City initiative to modernize infrastructure and improve urban living standards.

Dr. Mohiuddin also spoke about the city’s homeless population, explaining that a census has been conducted to better understand the scope of the issue. He noted seasonal fluctuations in the numbers, with more people arriving in summer and fewer in winter. The administration is focused on identifying and rehabilitating individuals throughout the year.

On preparations for upcoming national events, the Deputy Commissioner assured that all necessary measures have been taken. He praised the coordination between departments and expressed confidence in the city’s readiness to host these events successfully.

Dr. Mohiuddin concluded by emphasizing the administration’s dedication to transforming Srinagar into a progressive, inclusive, and well-managed urban center. (KNS)
